Governance & IRB Analyst

Raye IT Consulting is seeking experienced Governance & IRB Analysts to support a federal agency client's IT Governance function. These roles are responsible for scheduling, documentation, Investment Review Board (IRB) management, governance training, and SharePoint repository maintenance across multiple agency-level and mission area IRBs. Responsibilities:

  • Develop meeting agendas, maintain agenda backlogs, and prioritize agenda items for monthly IRB working sessions, pre-briefs, and board meetings
  • Draft, finalize, and distribute meeting minutes; track action items and decisions across all client IRBs
  • Develop and maintain governance documentation including charters, policies, processes, procedures, and templates
  • Facilitate Out-of-Cycle (OOC) votes and coordinate budget reviews with business units
  • Support business units in defining, compiling, and submitting annual IT budget requests
  • Attend IRB meetings and accurately track approved, denied, and on-hold IT spend items
  • Review and compare multiple iterations of MS Excel spend plan reports provided by the budget group
  • Maintain KPI reports and IRB statistics
  • Develop and maintain governance training materials and associated MS SharePoint resources
  • Administer and maintain the IT Governance SharePoint site, including all content and document repositories
  • Collect and disseminate meeting materials; coordinate distribution across stakeholder groups
  • Prepare executive-level presentation materials for senior federal leadership

Required Skills:

  • Minimum 5 years of experience supporting federal IT governance boards or equivalent executive-level governance functions
  • In-depth knowledge of IT budgeting, forecasting, and IT governance-related disciplines
  • Proficiency with Microsoft Office suite (Word, Excel, PowerPoint, Teams) and SharePoint administration
  • Experience developing and maintaining governance documentation (charters, policies, procedures, templates, and training materials)
  • Demonstrated experience preparing high-visibility, executive-level presentation materials
  • Strong oral and written communication skills with the ability to adapt style across all organizational levels
  • Ability to manage multiple meeting tracks simultaneously and prioritize competing deadlines

Desired/Highly Preferred:

  • USDA experience strongly preferred, particularly within FPAC, FSA, NRCS, or RMA governance functions
  • Familiarity with FPAC Investment Review Board (IRB) structure, cadence, and federal CPIC governance cycles
  • Experience with federal IT budget formulation, spend plan tracking, and OMB reporting cycles
  • Knowledge of SharePoint site administration and advanced workflows
  • Experience with FITARA, TBM, and federal IT lifecycle governance requirements
