This position conducts and leads investigations into complex, sensitive work rule violations across assigned areas within the Division of Personnel Management's Region 1 which consists of the Department of Transportation, Public Service Commission, Department of Financial Institutions, Department of Safety and Professional Services, the Higher Education Aids Board and the Department of Administration (along with its attached boards, agencies and commissions). This position is headquartered at the Hill Farms State Office Building, 4822 Madison Yards Way, Madison, WI, and allows the option to work remotely up to 5 days per week. All employees are generally expected to be headquartered and work within the State of Wisconsin. This position will be required to come into the office for training, meetings, and/or operational needs. This topic will be discussed more at the time of the interview. Position Summary Under the direction of the Employment Relations Program Officer for DPM Region 1, this position conducts and leads investigations into complex, sensitive work rule violations. This position also provides assistance and consultation to region managers and supervisors in all aspects of employment relations activities by assisting in work rule violation investigations and recommending appropriate level of discipline; consulting with managers and supervisors on employee performance management and evaluation; and developing and presenting training on employment relations activities. This position is also responsible for hearing and responding to grievances. In addition, this position is responsible for hearing and responding to represented WLEA grievances. This position also represents the Region 1 agencies in arbitration and WERC hearings. Salary Information This position is in schedule-range (81-03) with an annual salary of $78,000-$86,320, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. Job Details Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas and is not an eligible OPT (Optional Practical Training) employer for F-1 international students. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

Qualifications

Minimally qualified applicants will have all the following

  • Leading and/or participating in investigations into potential employee violations of employer work rules or policies including conducting investigatory meetings, drafting reports or findings, and issuing discipline.
  • Providing guidance or consultation to human resources staff and non-human resources staff on the interpretation of policies and procedures.
  • Providing guidance or consultation to human resources staff and management on performance management issues. In addition to all the above, well-qualified applicants will have one or more of the following
  • Responding and/or participating in employee complaints or grievances.
  • Developing and delivering in-person and/or virtual trainings on HR topics.
  • Researching, interpreting, and applying relevant federal and state employment laws, policies, and regulations.
