Job DetailsJob Category: Mortgage OperationsThe Construction Phase Manager is responsible for the oversight, execution, leadership, and continuous improvement of Union Home Mortgage’s Construction to Permanent (C2P) lending operations from loan closing through the construction phase and final conversion to permanent financing. This is an upper level management position responsible for directly managing, training, supervising, and scaling a growing team of Construction Loan Management Partners (CLMPs). Ensures operational excellence, compliance integrity, system effectiveness, and strong builder, retailer, and borrower relationships that drive repeat business while minimizing risk to UHM. Serves as the primary authority and escalation point for construction loan management, owns construction related policies, procedures, workflows, and system functionality, and reports directly to the VP of Construction & Manufactured Housing Lending. End to End C2P Loan Oversight Oversee all Construction to Permanent loans from post closing through construction completion and conversion to permanent, fully amortizing terms Ensure loans are administered in accordance with loan agreements, approved construction budgets, inspections, and internal policies Coordinate effectively with Closing, Servicing, Underwriting, Compliance, IT, and other partners to ensure seamless construction phase execution Proactively identify and mitigate operational, financial, and compliance risks associated with construction lending Leadership, Staffing & Team Development Directly manage, train, mentor, and supervise Construction Loan Management Partners Lead by example with a hands on leadership style and willingness to perform any task expected of the team Foster a culture of accountability, continuous improvement, collaboration, and service excellence Track, measure, and report on CLMP performance using defined key performance indicators (KPIs) Create, manage, and refine incentive structures designed to reward efficiency, quality, accuracy, and top tier performance Ensure appropriate staffing levels to support volume and service expectations Anticipate and proactively plan for coverage gaps created by absences or volume fluctuations Pipeline, Draw & SLA Management Ensure all CLMPs manage their construction pipelines efficiently and proactively Drive anticipation and preparation of construction draws, inspections, and conversion milestones Ensure construction draws are processed accurately, consistently, and within established service level agreements (SLAs) Monitor draw turn times, backlogs, quality trends, and exception activity Serve as escalation point for complex draw scenarios, disputes, or high risk situations Builder, Retailer & Borrower Relationship Management Over communicate with builder, retailer, and borrower partners throughout the construction phase Maintain, protect, and strengthen relationships that drive repeat and referral business to UHM Provide consistent, transparent communication and timely issue resolution Balance relationship driven service with disciplined enforcement of loan terms and policies Conversion to Permanent Financing Ensure all required property related, underwriting, and compliance documentation is fully obtained prior to conversion Confirm conversion readiness to eliminate secondary market, investor, and compliance risk Coordinate with Servicing, Closing, Underwriting, and Compliance teams to support efficient conversions Minimize delays, reworks, and post conversion corrections Policies, Procedures & Risk Management Own, maintain, and continuously improve all Construction Loan Management policies and procedures Ensure consistent application of policies across all CLMPs, builders, products, and geographies Partner with Compliance, Risk, Legal, and Audit teams on reviews, audits, and remediation efforts Maintain strong internal controls specific to construction lending operations Systems Ownership (Encompass) & Workflow Optimization Serve as the business owner for Construction Loan Management functionality within the Encompass LOS Maintain and enhance Encompass workflows supporting construction draws, budget tracking, document tracking, and conversion readiness Partner closely with IT, systems administrators, and vendors to design, test, and implement system improvements Identify system gaps, manual workarounds, inefficiencies, and automation opportunities Translate operational needs into business requirements and support user acceptance testing Leverage system reporting to support KPI tracking, capacity planning, and continuous improvement Performance Measurement & Strategic Contribution Establish and monitor KPIs related to pipeline efficiency, draw turn times, conversion cycle times, quality, and compliance outcomes Drive efficiency gains and scalability without degradation of service or risk controls Provide regular reporting and strategic insights to the VP of Construction & Manufactured Housing Lending Contribute to broader C2P and Manufactured Housing channel growth initiatives QualificationsREQUIRED EXPERIENCE & QUALIFICATIONS Minimum 10 years of mortgage banking experience Minimum 5 years of Construction to Permanent (C2P) lending experience Minimum 5 years of Encompass LOS experience (required) Proven experience leading, training, and supervising operational teams Demonstrated ability to manage complexity, scale operations, and mitigate risk No formal education requirement beyond relevant experience Will consider remote candidates but relocation to the Corporate Campus (Strongsville, OH) strongly preferred LEADERSHIP PROFILE Leads by example with a hands on
